The Gauteng Department of Economic Development (DED) pursues various policies to ensure the continuing economic growth of Gauteng and is currently working on strategies to aid two sectors in particular.

Throughout 2009, the DED is formalizing strategies to enable the Film and business process outsourcing (BPO) industries to make meaningful contributions to the Gauteng economy.

Business processing and outsourcing & off-shore (BPO&O)

Business research & consulting firm Frost & Sullivan was mandated by the Gauteng Economic Development Agency (GEDA) to help develop Gauteng BPO&O strategy which was presented to stakeholders earlier this year.

The strategy aimed to audit the BPO&O sector in Gauteng with reference to the number of players in the industry, factors impeding growth and how they could be overcome.

This strategy is expected to lead to the formulation of marketing plan, that will make Gauteng a favorable destination to BPO&O investors.

Reasons to choose Gauteng:

Gauteng, South Africa’s most economically active region, already has the highest number and concentration of call centres, as well a high propensity of vacant prime office space in peri-urban areas

The city centre of Johannesburg’s Urban Development Zone (UDZ) has been earmarked for the development of ICT firms including call centres and offers rentals, utilities and services at subsidised costs.

South Africa already offers a number of incentives to investors looking to invest in the BPO sector:

  • Higher standard and quality offering of voice and customer interaction with cultural and time zone affinity being a major advantage.
  • South Africa offers a total cost saving of between 30% and 40% over the UK and Europe
  • Government Assistance and Support (GAS) programme, two separate grants for investment and training respectively are available to local and international investors.

Film development strategy

Gauteng is also looking to capitalize on the regular film work in South by establishing a film development strategy by positioning Gauteng as a film city.

With regard to the film sector, the Gauteng Film Commission (GFC), which develops and coordinates the film and television production industry in Gauteng, has already completed Phase 1 of a new project known as Gaullywood.

The GFC is now embarking upon Phase II of Project Gaullywood, which entails the development of a Film Sector Growth and Development Strategy and a related implementation plan.

As an agency of the Gauteng Provincial Government, the DED has been tasked with positioning the province as a world-class destination for film-making as well as attracting local and international investments in the film and television industry. 

The DED aims to:

  • Facilitate and enhance the contribution of the industry to the economic growth of the province.
  • Act as a centralised industry intelligence hub ensuring people across Gauteng can experience the magic of cinema.
  • Advise on the development and growth of a sustainable audiovisual industry. 
  • Cultivate an environment that allows the film industry to play a meaningful role in the socio-economic development of Gauteng.
