The iLembe Growth and Development Summit of May 2008 recognised four key growth sectors in the region. The challenges faced in these sectors were discussed and goals towards their development identified.
Tourism goals
1. To improve the management of tourism in iLembe
- develop tourism partnerships
- establish tourism office
- fight crime and HIV/Aids through the tourism sector
- raise tourism awareness
2. Develop an effective, targeted and comprehensive strategy for the marketing of tourism products in iLembe
- all products to be marketed through district
- align provincial, district and local marketing
- ensure easy access
to information for tourists
- Target emerging tourists
3. Ensure that the tourism products on offer reflect the diversity of the cultural, historical and natural attractions of the region
- facilitate and co-ordinate new tourism developments in hinterland areas
- improve and market 'Home of Shaka' products
- re-assign focus away from just the beaches
- facilitate the participation of local communities
Agriculture goals
1. Co-ordinate role-players around common focus areas
2. Create an enabling environment for agricultural development
3. Improve access to resources
4. Improve sustainable access to land and water for agriculture

Improve human capacity in the sector
Manufacturing goals
1. Feature manufacturing sector prominently in the integrated development plan
2. Establish dedicated industry sector capacity in the district
3. Market the industrial capacity of iLembe
4. Develop and market the iLembe lifestyle
5. Develop and implement a detailed industrial development strategy
6. Establish a world-class industrial estate
7. Guide industrial park development
8. Facilitate improvement in facilities and working conditions
9. Establish a representative industry forum
Services sector goals
1. To promote fixed investment in urban and rural development
2. To develop and grow the commercial sector
3. To develop efficient transportation system
4. To develop and grow the ICT sector
5. To strengthen the informal sector
6. To strengthen the business environment and develop human capital
