This opportunity offers a long-term agreement to upgrade, develop and manage provincial resorts in the Free State, in order that the province can meet the rise in tourism demand.
Situated in the heart of South Africa, the Free State provides easy access to the main ports of East London and Durban, as well as lying just 400km from Gauteng. With good transport links, the Free State is now being promoted as a tourism destination in the country.
As a result, the Department of Tourism, Environmental and Economic Affairs (DTEEA) is requesting proposals from any institutions or consortiums interested in investing in the revamp/upgrade, development and management of Free State Provincial Resorts.
The agreement also covers any other resort linked services as determines by the department.
• The purpose of the investment is to:
• Develop the resorts in order to meet a minimum 3 star facility
• Provide the necessary
infrastructure to meet tourism demand
• Create sustainable employment opportunities
• Enhance BBBEE participation in the tourism and property sector
• Promote tourism in the province
The selected investor is expected to enter into a Build, Operate and Transfer (BOT) agreement with the DTEEA for a period of between 15 – 20 years.
All proposals, including the investment breakdown, should be placed in a sealed envelope and marked “TEE 5/2008/2009: Proposal for the Revamp/Upgrade and Development of FS Provincial Resorts” on the outside.

A Briefing Session will be held at Willem Pretorius Resort on the 9th September 2008 at 10:00am.
