Infrastructure development is booming in the Free State, and in the Motheo District Municipality especially. Development opportunities exist in tourism, residential, transport and events infrastructure, as specified below.
Tourism infrastructure development
Motheo District Municipality (MDM) is gearing itself up for what is traditionally the busiest time of the year on the tourism calendar. The month of October brings a host of sporting and cultural events to the region putting an amount of strain on the accommodation and leisure facilities that the region is able to provide. Events such as the Capital to Capital cycling event, the Rose Festival and the Macufe Cultural Festival attract thousands of people to the Motheo region and as these events grow year on year, the local municipalities are looking for investors to take advantage of the need for accommodation and leisure
activities at this time.
The MDM is in the process of developing a homestay programme; a move that will both meet the challenge of providing accommodation and also offer the cultural experience of meeting and interacting with the people of the region. Motheo is also consistently engaging the private sector, locally and internationally, to invest in the hospitality sector, particularly in accommodation, but also in leisure activities and travel opportunities. Residential infrastructure boost
The MDM has put a strategic framework in place and has already consulted with various banks, developers and other potential stakeholders regarding the development of this
residential infrastructure, but welcomes any communication from other potential investors and stakeholders interested in these developments mentioned above.
An amount of R673.5-million has been made available for the development of infrastructure in Motheo which, it is hoped, will have a knock-on effect for the rest of the local economy. Planned developments include the upgrade and rehabilitation of roads in the region and the provision of basic sanitation to all inhabitants by the end of 2008.
The municipality will also focus on several residential development projects. The concept of Mega Towns is the proposed integration of low and medium cost housing for the resettlement of those living in informal settlements currently. These Mega Towns will also contain shopping centres and other facilities that will drastically improve the quality of life of those affected by the development. Liege Valley, Brandkop, Hamilton and Grasslands are some of the areas that have been earmarked for Mega Town development.

Transport infrastructure development
In preparation for 2010, national government has made R298-million available to Motheo for the development of the intermodal transport facility planned for Bloemfontein. Also, ACSA has announced that it has set aside a considerable budget for upgrading Bloemfontein Airport, which will include the construction of a 300-room hotel at the airport. Necessary tendering procedures are in place, and interested developers and investors are invited to approach the municipality in this regard.

Bloemfontein Conference Centre
Multi-million rand renovations have been completed on the Bloemfontein Conference Centre and Bloem Spa Lodge. The facility can now accommodate and cater for more than 200 people for conferencing and exhibition events, and also offers spa and gym facilities and more than 24 self-catering accommodation units.
