The project has two phases:

Phase 1:

• Beach resort hotel
• Waterfront residential development
• Mixed-use waterfront, retail, entertainment and leisure centre
• Associated infrastructure 

Phase 2:

• Theme Park
• Exhibition Centre
• Possible second hilltop resort with spectacular ocean views
• Associated infrastructure

The concept for this coastal resort complex has been researched by experienced technical experts and found to be viable. A major constraint, however, with the incremental nature of such a development, is the initial capital cost of the bulk infrastructure and roads to be constructed, before the main development can commence. 

The proposed site of the coastal resort development is 31.4ha in extent and is adjacent to the lagoon and mouth of the Tongati River, just south of the holiday town of Ballito.
